Description
A leading logistics and support services provider to some of the most complex construction projects in the UK are looking for a Head of Operations to join their organisation
As the Head of European Operations, you will be responsible for overseeing the operational management of all the Company’s European projects. You will be required to oversee the management, implementation, monitoring and reporting of each stage of the project, from project inception to completion and subsequent final account meetings. Countries include, Portugal, Netherlands and Ireland.
 
Reporting directly to the Operations Director, you will be responsible for managing the Contracts Managers and Project Managers. You will be accountable for ensuring effective, planning, budgeting, coordinating and delivery of the Companies logistics packages.
An important aspect of the role will include working with Clients and key stakeholders whilst being the point of contact for the projects operational and commercial direction.
 
This is including but not limited to communications outside of daily site operations such as liaison with new trade partners and labour agencies. This will require sourcing and developing these relationships to ensure site requirements are met within the time frames provided by the client teams.
 
You will ultimately be responsible for keeping the Operations Director informed of the projects commercial and operational progression in accordance with the reporting procedures agreed and ensuring that projects are delivered on time, within budget and in a professional manner.
 
JOB DESCRIPTION
 
The role will include the following;
• Ensuring that Contracts Managers and Project Managers effectively manage their projects.
• Having overall responsibility of the operational management of the Company’s projects.
• Overseeing work carried out by managers and ensuring this is done professionally, efficiently and with due-diligent.
• Ensuring that the management of each project is in accordance with company’s standards manual, and as such ensure that this minimum standard is attained at all times by management.
• Understanding and be able to produce reports (both internally and externally) of sufficient quality to represent / portray the company in a professional manner at all times.
• Oversee and work with the companies Quantity Surveyors / Commercial Managers to ensure the financial performance of each individual project is closely monitored and analysed on a regular / ongoing basis.
• Seeking out and establishing trade partner relations with local suppliers both at tender stage, as well as during the project lifecycle.
• Seeking out and establishing relationships with local labour agencies both at tender stage as well as during the project lifecycle.
• Familiarisation with local labour laws, and ensuring compliance within supply chain within each individual project location across the EU.
• Producing internal financial reporting (initially by the project surveyor) with additional narrative / comments from you and your management team on a Monthly Basis.
• Understanding of the European Commercial institutions and the different legal framework in each EU country that governs our project accounts.
• Being fully aware of each individual projects scope, and ensuring that its requirements are met / conducted and provided within the budgetary constraints of the company.
• Understanding the scope of service for each projects and in turn ensuring the monitoring of our client’s specific needs & requirements to make sure these are fulfilled.
• Familiarisation and implementation of job specific documentation submissions and the individual portals associated with these submissions.
• Being commercially alert and actively seeking business opportunities both from within existing contracts and from external new sources.
• Represent the management team and the company at all times (in example – senior management meetings, client financial and progress/review meetings).
• Ensuring the effective planning and organisation of all projects and projects resource requirements.
• Ensuring that necessary internal documentation is produced / distributed / auctioned by relevant members of the site management team.
• Making sure that management teams have detailed knowledge of the individual scope to each project under their control and any ‘risk areas’ contractually and operationally are identified and managed.
• Coordinating management project meetings with Surveyors, Contracts Managers and Site-based manager on a regular basis.
• Ensuring that Contract Managers and Project Managers are familiar with the individual specifics of each project, sufficiently to effectively manage each project.
• Overseeing the management of the overall implementation and performance of the company’s services with the Contracts / Project Manager.
• Monitoring each projects financial expenditure against company budgetary targets and constraints – in conjunction with the project surveyor and Contracts / Project Manager.
• Checking and monitoring the reporting of each projects financial expenditure against company budgetary targets (initiated by the project surveyor)
• Ensuring communication is maintained with the client, (meetings, reports and electronic media) by managers.
• Making sure that effective communication is in place internally between all office and site-based staff to maintain an efficient and good working practice.
• Ensuring that the quality standards of the company are enforced to an acceptable level and fully understood and implemented by the site-based management.

•Attend and where required lead various meetings (internal/client driven / progress/ financial)
•Monitor and ensure the internal communication /reporting within each project by the site-based manager to Head Office as appropriate.
•Monitor and ensure the external communication /reporting within each project by the site-based manager to the clients representatives as appropriate
•Present to the Director each monthly project management report for review /comment.
 
The European Head of Operations will report to the Company Directors. The following reports are to be produced / managed by the European Head of Operations;
•A monthly report will be produced by the site-based management to the Head of Operations for review and comment and final submission to Operations Director.
•The first part of this report will be designated to the client and will be commented on and a narrative summary produced by the Contracts Manager/Project Manager for final signing by the Head of Operations (with approval from the Operations Director), after which, will be issued to the client for informational purposes.
•The second part of this report will be for internal reporting purposes only, and will contain the financial aspects of the project(compiled by the contracts manager and the project surveyor).Again a narrative ‘executive’ summary will be produced by the Contracts Manager/Project Manager for internal purposes only, the intention of which will be to provide a pragmatic overview of all aspects of the project, which predominantly will focus upon the commercial / quality and client relationship aspects of the project.
