A well-established, market-leading building materials business in the UAE is looking to appoint an experienced HSE Manager to lead the Health, Safety & Environment function across its Building Materials division. With decades of success, a strong project portfolio, and multiple manufacturing and production facilities, this organisation plays a key role in delivering major infrastructure and construction projects across the region.

This is a senior management position responsible for developing, implementing, and driving the company's health, safety, and environmental strategy while leading a team of 10 HSE professionals across multiple operational sites.

The Role

Reporting to senior management, the HSE Manager will help ensure the business maintains the highest standards of health, safety, and environmental compliance across its concrete production and building materials operations. The successful candidate will work closely with operational leaders to promote a proactive safety culture and drive continuous improvement throughout the organisation.

Key responsibilities:

• Lead and manage a team of 10 HSE professionals across multiple manufacturing plants and operational sites.
• Develop, implement, and continuously improve the company's HSE strategy, policies, and procedures.
• Ensure full compliance with UAE legislation, company standards, and international best practice.
• Promote a positive safety culture through coaching, training, engagement, and visible leadership.
• Conduct regular site inspections, audits, and risk assessments, ensuring corrective actions are implemented.
• Lead investigations into incidents, near misses, and non-conformances, identifying root causes and preventative measures.
• Monitor HSE performance through KPIs, reporting, and trend analysis, driving continual improvement initiatives.
• Deliver HSE training programmes and support operational management in achieving business objectives safely.
• Liaise with regulatory authorities, clients, and internal stakeholders on all HSE-related matters.
• Support environmental compliance initiatives, including waste management, sustainability, and pollution prevention.

Experience Required

• Proven experience as an HSE Manager within the concrete, building materials, construction materials, heavy manufacturing, quarrying, cement, aggregates, or industrial sectors.
• Experience managing and developing HSE teams within a multi-site operation.
• Strong knowledge of health, safety, and environmental legislation and recognised management systems.
• Demonstrable experience implementing behavioural safety programmes and improving HSE performance.
• Excellent leadership, communication, and influencing skills with the ability to engage employees at all levels.
• Experience carrying out incident investigations, audits, and risk assessments.
• NEBOSH Diploma (or equivalent internationally recognised HSE qualification) is highly desirable.
• Middle East experience is advantageous but not essential.
